自民國76年政府解嚴以來,入出國境之管制措施逐步解除。隨著經濟自由化、政治民主化及社會多元化,國民經濟日益增強,國人視界逐漸與國際接軌,促使我國與國際間貿易、文教、旅遊之廣泛交流。

民國81年更開放大陸配偶來台居留及定居,及仲介東南亞國家婚姻之媒合業者興起,使得國人與外國人(尤其東南亞地區)婚配情形逐年增多,由於婚姻移民人數日增,新台灣之子人數亦不斷增加,然外籍與大陸配偶或因教育程度偏低、或因結婚年齡偏低等因素,造成對我國的人口結構、數量與婚姻、家庭、社會、國家之重大變化,更對我國未來發展造成了後續性的影響。(謝立功等,2005)

       Since the Taiwan government declared the end of martial law in 1987, it has gradually lifted the control measures on entry and departure the country. With economic liberalization, political democratization and social diversification, the national economy has grown rapidly. As Taiwanese people have gradually become more international in their outlook, international trade, cultural exchange, and tourism have flourished.

In 1992, the government loosened regulations on the immigration of spouses from Mainland China. “Bride to order” business bringing brides from South East Asian countries to Taiwan have sprung up. As a result, marriages between Taiwanese and aliens (especially from South East Asia) have gradually increased, as have also the offspring from them.  Owing to factors such as foreign or mainland spouses being less well educated or younger than Taiwanese spouses, these marriages have brought major changes in the structure and size of the population, in the institution of marriage, the family, society and the nation that will continue to exert an influence on future development. Si        Since the government declared martial law ended in 1987, the restraints over entering or leaving our country have been removed gradually. As a result of the liberalized economy, the democratized political process, and the pluralistic society, our country was being better off and aligning its citizens’ perspectives with the world. The nation has been urged to interact extensively with other nations in economies, cultures, education, and tourism. The number of our countrymen marrying foreigners, especially the Southeast Asians, increased every year because of the legal residence allowed since 1992 for spouses from Mainland China and the emergence of matchmaking business between Southeast Asians and Taiwanese. Marriage immigrants kept growing in number, and so did the New Taiwanese Children. However, foreign and Mainland Chinese spouses have dramatically changed our nation in many ways such as population structure, marriages, families, and societies, probably owing to their lower educational attainments or tender ages at marriage. Moreover, the lasting influence to the national development in the future may exist (Xie et al., 05).

 

              This research is going to survey the integrity of the interpretation system in this country, the current status and the effects of the interpretation service provided by National Immigration Agency, the advantages over the interpretation systems of other advanced countries with multicultural societies, and the records of the interviews with relevant personnel in this nation’s interpretation system. Hopefully it can be regarded as reference when making related policies. And we expect by interpretation counseling service the immigrants can become Real New Taiwanese Children as announced by the President Ma.

Since 1987, Taiwan government lifted the ban of martial law and gradually released the restriction of entry and departure.

Internal economic was skyrocketing because of Taiwan’s economical liberalization, political democratization, and societal diversification.

Taiwanese had progressively equipped with international view. There are more and more international interchanges occurred in the territory of trade, culture, and tourism.

In 1992, a lot of marriage agency mushroomed in Taiwan because the government legislate a law for welcoming China spouses to inhabit legally in Taiwan. More Taiwan people get married with foreigner, who especially lived in Southeast Asia area. 

As the foreign spouse gains, Taiwan’s newborn baby was keeping increase. For the reason of the educational level of those foreign spouses are poor, or they are so young that could not take care their children well.

There are huge influence on dimensions of population structure, population scope, marriage, family, society, and country. As time goes by, these follow-up problems will block Taiwan’s development in future. (Hsieh Li-gong, et al. 2005)
